If you do an internet search you will find there are a large number of directories where you can advertise your business for free. Most of these only give you a listing with your name, brief description and phone number listed and many will add your website URL for free if you add a reciprocal link to their site. If you pay a little bit extra you can also add your email link, keywords for search engine optimisation, description of your services etc.

Online Business Networking

You can reach literally thousands of potential customers by blogging and advertising on business networking platforms such as Ecademy. As will networking in general you might not reach the right people straight away, and remember not to hard sell, you are selling to their contacts so persevere and you will get business eventually.
